Physical risk analysis to date has largely focused on understanding the exposure of assets to a series of climatic risk events, as forecasted by hazard maps. Yet exposure is only part of the story. How will governments, businesses, and households respond to worsening climate impacts? Which resilience solutions and adaptation products will emerge, who will pay for them, and how quickly will they scale? Will societies fight (adapt and respond), flight (relocate and retreat), or freeze (fail to act)?
